El Paso Commissioner Chuck Brown was told by El Paso Clerk & Recorder Pat Kelly that his 2,5000 signature petition was insufficient in his run for re-election. In a letter, Kelly said “It was determined that only eligible electors who could vote for a candidate in Commissioner District 3 could circulate petitions, as opposed to any registered, affiliated elector in the county.” Brown cites free speech in the first amendment, stating this prohibits restriction on political expression.
